Wow, you have lots to learn...
First, if it's on your personal PC, only you can see it, so it doesn't matter about being on... If you were being billed, that means you wouldn't need webhosting here -.- Go get XAMPP, I personally like that.

Umm will other people have access to it? or will it just be for testing like on a local network(Your house)?
Because most ISPs won't allow this and will charge you an insane amount or just cut of your internet.
Also I doubt your connection has the upload capability of handling a website that will load fast. (Because if we all did why would so many pay for web hosting)

Also, real web servers are likely to have multiple T1 (very fast connection) lines all going to the server. It is possible to run a server off your home pc but its not going to be worth the cost.
First of all learn all about linux, then learn about linux web servers because thats going to be the best operating system to go with. You will also need to learn how to find and patch bugs on your server.
Once youve done all of this and got some dedicated hardware for your server you can start thinking about setting it up in your home. Otherwise, just pay for proper hosting or a managed dedicated server if you really need the extra space/bandwidth.

Yeah, what everyone has stated is completely right. If you are really that keen on having your own private server and worry about billing, go with http://www.hostgator.com and just buy your own dedicated server. Otherwise, just go with what cmjphp said. Definitely Linux because most servers on the internet use it.

Thanks for those links. I'd never seen the lifehacker website and found more great interesting articles there.
